payment error via paypal

my brother use paypal to buy starter pack but when i try to use its blocked

i dont know why but please fix or give me solution please

Hi, it should work normally now. We removed the restrictions about paypal so it should be fine.

Well it worked for me.
Bought a starter pack 2-3 weeks ago with paypal, haven't noticed any problems
